Biography

My name is Stephen Riccitelli, and I am a lecturer here at JWU. I am also a retired captain with the North Smithfield police department here in Rhode Island. I was with the department for 25 years and held several positions throughout my time with the department. I started out as a patrol officer, then detective, patrol lieutenant, detective lieutenant, and operations captain. During my time with NSPD, I was assigned as an Internet Crimes Against Children (ICAC) Task Force member with the Rhode Island State Police. While with the task force, I investigated and apprehended child pornography offenders using specially designed peer to peer file sharing software. I also assisted in the investigation and apprehension of individuals who were using the internet to have encounters with underage persons.
Prior to joining the police force, I was a correctional officer at the Donald W. Wyatt Detention Facility in Central Falls, Rhode Island. I served as the facility’s internal affairs investigator and firearms instructor from 1993-1996. During my time at Wyatt, I was responsible for all inmate investigations regarding violations of facility policy and criminal law. Some of my other responsibilities included monitoring gang members to ensure that rival gangs were not housed in the same unit, acted as the liaison for all outside law enforcement agencies, conducted security checks, and conducted cell/block contraband searches.
